​Decree of Prime Minister Jüri Uluots of 18 September 1944 to form an Estonian government. It can be said, with hindsight, that the attempt in autumn 1944 to re-establish the legal continuity of the Republic of Estonia was important namely because it happened. This created a situation where the Soviet power unambiguously occupied the capital Tallinn, and it laid the foundation for the legitimate exile government, which in turn was able to urge the Western countries to continue condemning the occupation.
