​Reconstructed from an ancient Estonian stronghold and continually supplemented from the 12th century on, the Toompea Castle has constituted a symbol of power and style for centuries. Its south-west tower, Tall Hermann, has flown many different flags. The Estonian parliament building is also located within the castle walls.
