Ruusmäe Forest Brothers with families on 3 July 1941 after the area was free of the retreating Red Army. The rapid approach of the Germans raised hopes amongst Estonians that the first year of Soviet power would also be the last. It was also hoped that the effort to free the country from the remains of the Red Army, thus enabling the Germans to move forward quickly, would gave the Estonians a better bargaining position with the Germans. This hope remained largely unfulfilled.
