Soviet troops moving towards Paldiski in autumn 1939. Although according to the Molotov-Ribbentrop Pact, Estonia allowed 25,000 Soviet soldiers into its territory, it was not possible to keep count of them and it was generally thought that the real number far exceeded what had been agreed.
