The Soviet economy focused on heavy and military industry. In Estonia, too, industry mostly developed expansively. A good example is the so-called huge forward shovel excavator – only six were produced in the Soviet Union. The monster demonstrates the Estonian economy being made to serve the empire, and the inefficiency of the big country as such — instead of innovation, it was easier to build bigger and more robust machines.
