​The Estonian independence movement with a restitution programme achieved what many considered unreal and extreme in the late 1980s — not establishing a new republic, but restoring the previous Republic of Estonia. The restoration of the pre-War state is the basis on which the ownership reform was carried out and on which the Estonian domestic and foreign policy rests.
