By that time, the Republic of Estonia had been independent for two days — late at night on 20 August, the Supreme Soviet of Estonia in cooperation with the Congress of Estonia, decided on ‘Estonian national independence’. This retreat, however, did not mark the end of occupation. Thousands of Soviet soldiers would remain in Estonia, with the last ones only leaving in 1994.
