Whether the Riigikogu elections correspond to legislation or not is checked by the three-stage system of electoral committees. The State Electoral Committee including representatives of the court system and State Chancellery co-ordinates and checks the course of elections at the state level. In the counties the elections are organised by county electoral committees consisting of the representatives of local power. In reality, the elections are organised and the results checked by the division committees made up of the representatives of local governments.
